The nation’s largest producer of construction aggregates has applied for permits to establish a limestone quarry and processing plant on Addidas Road, less than 4 miles southeast of the Town of Eutawville.

Vulcan Materials Co. was founded in 1909. The publicly traded company has its headquarters in Birmingham, Alabama. It produces construction aggregates including crushed stone, sand, and gravel.

In South Carolina, it operates two facilities in Columbia and one each in Belton, Blacksburg, Blair, Gray Court, Greenwood, Lexington, Liberty, Lyman, Moncks Corner, Mullins, North Charleston, Pacolet, Piedmont and Varnville.

A subsidiary, Vulcan Construction Materials LLC, proposes to lease multiple tracts totaling 693 acres from a sister subsidiary called Vulcan Lands Inc.

Of those 693 acres, 451 acres would be developed, 80 acres would be reserved for potential future use, and 162 acres would be used as a buffer.

Part of the buffer would be used to protect wetlands and two archaeological sites that were determined to have potential for possible listing in the National Register of Historic Places.

The operation would include blasting as well as a plant capable of processing up to 600 tons of material per hour. The quarry’s total depth would be 110 feet.

The City of Orangeburg broke ground for a renovation project that will turn a former First Citizens Bank into the new city hall.

The property is two-tenths of a mile from the nearest residence. It was managed by a former owner for hunting and timber.

The site shares a property line with a competitor, Martin Marietta, which about three years ago received state approval to greatly expand its quarrying operations, despite the objections of local residents. The entrance to the Martin Marietta operations is on County Line Road.

Vulcan has applied for a mine operating permit and an air quality construction permit for its proposed Orangeburg Limestone Quarry.

The South Carolina Department of Health and Environmental Control will receive public comments on those applications on Thursday, Feb. 8, at the Eutawville Community Center, 419 Porcher Ave.

The doors will open at 5:30 p.m. for sign-in and an opportunity to informally meet DHEC staff.

At 6 p.m., DHEC staff will make presentations. Afterward, attendees can ask questions and engage in informal discussions with DHEC staff about the proposed quarry and the environmental permitting process.

DHEC posted the following statement on its website:

“DHEC values all comments made during the public comment period. Local community members provide a unique perspective and are valuable resources in addressing community concerns in the permitting process.

“Becoming better informed is an important first step in providing effective public comments that may influence specific terms and conditions that must be followed by the owner/operator if a permit is issued.

“Effective comments are those that provide accurate, specific details about the site of a proposed project, inaccuracies in the permit application, errors in DHEC’s technical review or draft permit, and any other information demonstrating that a proposed project cannot operate in compliance with environmental regulations.

“It is important to know that DHEC cannot make a permit decision based on a vote or how many comments are received.

“There are also some common issues/comments related to mining operations that DHEC does not have the regulatory or legal authority to consider when making a permit decision, for example:

“Truck traffic, access to public roads, weight limits, and traffic patterns are governed by the South Carolina Department of Transportation and the local county.

“Industrial development and operating hours are governed by the local county through zoning and land use planning.

“Beginning a conversation early about these and other quality of life issues is an effective way for communities to work together with local government officials, their legislative delegation, mining representatives, and other interested parties to find solutions and reach common goals.

“DHEC encourages residents to ask questions and share information with us. Staying engaged in our process helps us to learn more about your community.”

After the public comment period closes on Feb. 23, DHEC staff will review and consider all comments received before making final decisions on the mine permit application and draft air permit.

Once final decisions are made, DHEC will notify everyone on its mailing list for the proposed quarry, everyone who provided written comments, and everyone who attended the public meeting and/or hearing on Feb. 8, provided that legible contact information was given.

The final decisions will also be posted online. Summary responses to all comments received will also be made available.

DHEC’s decisions become final 15 calendar days after notice of the decisions has been mailed to the applicant, permittee, licensee, and affected persons who have requested in writing to be notified, unless the applicant, permittee, licensee or an affected person files a written request for final review and pays a $100 filing fee.
