Orangeburg County Council Monday gave unanimous first reading by title only to its 2024-2025 fiscal year general fund budget and the budget for Orangeburg-Calhoun Technical College, and public and special education purposes.
The first reading was the first step in the process of developing a budget for the 2024-2025 fiscal year, Orangeburg County Administrator Harold Young said.

The county plans to have meetings, budget work sessions and outside agency hearings as part of the budget formulation process.
Young said at this point in time the county does not know if there will be a millage and tax increase as the budget process has just begun.
“We are working on that now,” Young said.
Orangeburg County Council approved tax incentives for the development of five solar farm projects in the county during a meeting last week. The projects represent a total investment of $628 million.
The county’s fiscal year runs from July 1 through June 30.

The county does not officially set the millage until October as it typically waits to see if other revenues come into the county enabling it to better determine whether or not a millage and tax increase is needed to balance the budget.
Council will give second and third reading of the budget in June. A public hearing will be held on third reading.
