The South Carolina Department of Transportation has implemented safety improvements on S.C. Highway 4 (Neeses Highway) in Orangeburg County.

About 13.34 miles of Neeses Highway from Savannah Highway (U.S. 321) in Neeses to Shillings Bridge Road in Orangeburg were improved as part of the project.

The safety enhancements include shoulder widening, the addition of pavement markings and rumble strips both in the center of the roadway and along the shoulder.

The work was done in an effort to reduce roadway departures and to prevent severe crashes, according to the SCDOT.

The project was let for construction in July 2022 and is currently in the construction phase, according to the SCDOT.

The project was funded through the state at a cost of $9 million.

Specific accident or collision statistics for this particular stretch of highway were not immediately available.

The improvements were made as part of SCDOT’s Rural Roads Safety Program, which is a 10-year improvement plan of rural roads. About 900 miles of rural roads are scheduled for safety upgrades.

Orangeburg County plans to sell 10.5 acres of land at the John W. Matthews Jr. Industrial Park to a North Carolina-headquartered commercial real estate construction company.

SCDOT safety engineers have identified the most common factor in crashes on the state’s rural roads to be vehicles departing the roadway, which occurred in nearly 50% of all fatal and serious injury crashes.

In addition, more than 45% of the fatal and serious injury crashes were found to have occurred at night, according to the SCDOT.

The state has among the highest traffic fatality rates in the country with nearly 60% of the fatal crashes occurring on the state’s rural roadways.
